With Edward VII’s passing on May 6, 1910, King George V became the next member of the royal family to ascend to numismatic immortalization on the Canadian quarter. Her forbears in the late nineteenth century had struggled hard to improve her chances of an education. The results of their efforts included the Pure Food and Drug Act and Meat Inspection Act (1906), intended to protect consumers against tainted or unsafe products; the Federal Reserve Act (1913), to bring order to the banking industry; the establishment of the Federal Trade Commission (1913), to investigate and prosecute corporations for unfair trade practices; and the Clayton Anti-Trust Act (1914), to curb the power of trusts.

Carson, to speak for the Canadian government and to sort out the financial arrangements with respect to the Canadian contingent. 47 Eventually, to maintain influence in England, and at the insistence of Canada’s acting High Commissioner, in 1916 the Canadian government created the Overseas Ministry, to establish “means to control all but the tactical disposition of its expeditionary force.” 48 Only as a cabinet minister “could a colonial official carry weight in the councils of the empire.” 49 In a letter to the British authorities, Prime Minister Robert Borden had rationalized the establishment of the Overseas Ministry by the fact that “the forces despatched by Canada for overseas service in Europe will number not less than 256,000,” and that an organization such as the Ministry was now necessary to control Canadian overseas forces. 50 The Ministry provided for continued civil control of the Canadian military, and ensured that the will of the government was supreme in all matters relating to the Canadian forces.
